JTC launches first industrial GLS site with adaptive reuse at Kallang Way

SINGAPORE (EDGEPROP) - The tender for an industrial Government Land Sales (IGLS) site at Kallang Way was launched by JTC on June 25. The site is the last of five Confirmed List sites under the 1H2024 IGLS programme. The site includes an existing three-storey terrace factory which must be retained and adapted for continued industrial use. According to JTC, this is the first time an IGLS site with adaptive reuse is being tendered, as part of a new framework to promote sustainable redevelopment while preserving industrial buildings with historical and cultural significance. The existing terrace factory on the Kallang Way site, built in the 1980s, stands as Singapore's remaining three-storey "terrace-showroom"-type factory cluster. It features unique architectural features such as gable-end wall profiles and protruding solar fins, which the successful bidder must preserve. The site can yield about 1.23 million sq ft of gross floor area (GFA) for industrial and ancillary industrial uses. This includes about 37,674 sq ft of retail use. The Kallang Way site will have an extended lease of 32 years. This is to allow the successful tenderer to assess the building conditions and develop plans for adaptive reuse works, as well as obtain necessary clearance from relevant authorities. In a press release, JTC says the adaptive reuse requirement at the Kallang Way site is part of a wider rejuvenation of the area, which will include both food manufacturing spaces and retail offerings that will inject vibrancy. JTC director of the urban planning and architecture division Tang Hsiao Ling hopes that more mature industrial lands and estates can be comprehensively rejuvenated over time and in a sustainable manner. She adds that JTC aims to strategically leverage existing infrastructure to reduce embodied carbon and preserve the industrial architectural legacy of Singapore, beginning with the Kolam Ayer industrial area. The tender for the Kallang Way IGLS site closes on Sept 3 at 11am. In its press release, JTC also announced that a site at Tukang Innovation Drive is available for application. This means that the land parcel will only be released for sale if it receives an offer above an acceptable minimum bid price. The Tukang Innovation Drive site is the last of four Reserve List sites under the 1H2024 IGLS programme. It comes with a tenure of 20 years. Applications for the Tukang Innovation Drive site will close on July 24 at 11am.
